I read somewhere where Isrealites were commanded not to negotiate with their enemies. Did this originate from Jewish theology? I attempted online research on this matter. But, I'm obviously not typing-in the required wording for the search engine to be able to work with it.

The kill ratio between Bedouins and Israelis is unfortunately in disfavor of Israeli victims. Once spotted, these terrorists are no longer taken into custody. But instead, shot on sight. The logic is clear. Nobody in their right mind would interrogate a rat, in order to find out as to which one of them had the idea to raid the trash bin.
