It takes around two years to build a KC-47. If the US can't get Boeing to build them faster for themselves, it's doubtful they'll get them to construct them any faster for Israel.

It's all defense spending for Israel where the funds will be spent in the US, none of it is for offense. Can't see Biden declining it as the US doesn't supply any armaments to the PA.
