Israel: When should the basis of an anti-Israel question be challenged, instead of answered?

The following is an example of such a question posted to a different website:
 
“Why doesn’t the US condition aid to Israel to force it negotiate over the Israeli-Palestine Conflict?”
 
Were we to answer that politically-biased anti-Israel question “to the point”, this causes us, as designed by that question, to imply we accept all the following:
 
i) That Israel has not negotiated.
ii) That Israel is unwilling to negotiate.
iii) That no party other than Israel should take any negotiating initiative.
 
What is the question really asking?:
“Why doesn’t the US use its Security Aid to Israel as Leverage, to force Israel to give in to Palestinian demands?”
 
The question wording should therefore be challenged, rather than answered ‘to the point’:
 
 
The questioner appears to have worded their question so that their opinion biased against Israel, would be validated.
 
Can it be appropriate to seek to force Israel to negotiate, when Israel concluded an international treaty (below) with the “Palestinian” Arabs.?

A further concern about putting pressure on Israel to make yet further concessions, would be that all the areas upon which the “Palestinian” Arabs have their Oslo Accords control, are of the ancestral homeland of the Jewish people. Modern Israel is re-established within the Jewish ancestral homeland. Internationally-recognised history shows that the last indigenous sovereign state in the land of Israel (Roman-imposed name “Palestine”), prior to the RE-establishment of Israel in 1948, was the post-Biblical Jewish Hasmonean Kingdom. People rarely question the validity of the claims made by the “Palestinian” Arabs on the land of Israel, even though the Arabs arrived in the land well after the Jews (sources anon). The name “Palestine” was used by the Romans to attempt to negate Israel / Judah as names for the land. Today the “Palestinian” Arabs, use the name “Palestine” for the same purpose. There has never been an indigenous “Palestine” / Arab sovereign state in the land of Israel upon which the “Palestinian” Arabs could base any claim to any part of Israel.

The “Palestinian Arabs” dropped the name “Arab” so it should not be understood they mostly originate from foreign Arab migrant workers who came to the land of Israel just prior to, and during the British Mandate, to take advantage of higher wages through Jewish returnee-exiles.

The Arabs (“Palestinian” Arabs) have no objective historical evidence for their claims on any part of the land of Israel. Israel therefore did not need to make concessions, yet has done so for peace, by way of the Oslo Accords. The “Palestinian” Arabs breached the Oslo Accords by claiming all the land, firing rockets at Israeli cities, and by paying reward for terrorism. The “Palestinian” Arabs are funded not only by the “European Union” but also by the United States. Israel has already made all the concessions that could reasonably be expected from any country.
Seeking to put pressure on Israel to make yet more concessions, while failing to put pressure on the “Palestinian” Arabs to make concessions, constitutes political bias.

Though not included here, the answer had included a claim under Stack Exchange’s rule that allows what they term, a: “frame challenge”; a challenge to the basis of the question asked.

Their excuses for deleting my answer were:
It did not answer the question (thus simply ignoring my “frame challenge”),
and that it was: “biased” (yet I believe it is clear who was really biased in this case).
