What do the four letters עייר in brackets mean? (I understand the rest of the inscription: Organization Yad Labanim – Organization of the community of the martyrs of the IDF and care for families)

I believe the middle two jods are not jods but an abbreviation mark.
Then it could mean tax exempt non profit.
