Further pressure could be placed upon the Gaza Palestinian Arabs to release the Israeli hostages, and the methods that could be considered, might take the following forms:
1) Israel could consider reducing the Gaza Palestinian Arab autonomous area to being south Gaza only, so that north Gaza, north of the Wadi Gaza, would be under Israeli control with no Palestinian Arabs being permitted therein unless they have Israeli citizenship or Israeli Resident status. The number of Palestinian Arabs to be allowed back into North Gaza to be therefore dependent upon the number of Israeli hostages released live and in good health.
During the above arrangement Israel might consider taking the opportunity to investigate in detail the Palestinian Arab terrorist tunnel network there with a view to systematically destroying these tunnels.
2) Within Gaza there are many Palestinian Arab civilians who have committed crime connected with for example, theft of International Aid, and attacks on Aid trucks. Israel might consider arresting and detaining rather large numbers of such suspects, whose continued detention may be influenced by the release of Israeli hostages.
