If you're already a member of JewishGen, then you can access it for free. Also, Ancestry.com provides free access to the Registry through membership with them.

One of the great things about the Registry (besides locating graves) is that it will give you the Hebrew name of the person you are looking for. Not even FindAGrave.com does that.

FWIW I have a full subscription to Ancestry, to GEDmatch, JewishGen, the Jewish Genealogical Society of Los Angeles, the Nebraska Jewish Historical Society, and to FamilyTreeDNA. The problem is one of tracing one's ancestry prior to immigration - especially immigration from Eastern Europe.
