Claiming even that is an admittance, to some extent. This nonsense about "Ottoman responsibility" doesen't absolve the citizens themselves, as well as the neighboring Kurds, who eagerly accompliced the Ottoman military, since non-Muslims were seen as open-season game. Imagine the Germans attempting to evade payment of reparations, based on claiming that "the National Socialist government did it".
It's extremely difficult to find an accurate map of pre-genocide Armenia. If the Turks were to admit responsibility, there would be, in any case, substantial restitutional territorial claims awaiting settlement.
