Since laying Tefillin is one of the important mitzvot (religious commands), it's essential to ensure one purchases good / Kosher Tefillin. For anyone who wishes to purchase Tefillin I would suggest, they go to an orthodox Rabbi to check the source of any purchase preferably before purchase.
If from a good source, then there should be no need for checking the Tefillin.
When purchased "second-hand", I would suggest asking an orthodox Rabbi for the name of a Sofer (Scribe) who checks Tefillin, and have the Sofer check them.
Unless such a Sofer themselves, the owner of Tefillin should not open them; it is for an expert scribe to carry out any checking.
