Why does Luke add a verse that is not there?

פְּקַח־קְוֹחַ is the word used in this part of Isaiah. It means to open completely. In this case, it would be more of giving sight to those who are blinded spiritually.

Luke was the only non-Jewish author in the New Testament. He was most likely referring to the septuigent, which actually states sight to the blind.

In conclusion: nothing was added, it's an accurate translation.
