Is Orthodox conversion in Israel possible for non-citizens?

I've found over the years that Judaism is the religion I believe in, and I want to live the rest of my life as an Orthodox Jew. Please don't try to discourage me or warn me about how hard it is, I am well aware of the challenges. I'm currently speaking with a rabbi in Israel and he offered to give me classes via Skype. First, I would like to know if these classes would be reliable and valid for and Orthodox conversion, and also how hard it is to get permission from the Israeli Rabbanut to convert.

This may help -
