Despite having good intentions, neither were the Partisans. Partisanship and mercinarism breach international conventions of which only protect uniformed armies. Although their acts did serve to slow down the Germans a bit, the revenge taken on ordinary citizens because of these acts was disastrous and even came close to wiping Paris off the map.
