This would have effectively turned out to be a 3-state "solution", since a strictly Orthodox settlement would be added to a secular society and to a separate "Palestinian" one. This would essentially end up as an Israeli version of the Vatican City within Rome without all the celibacy. In which case, it wouldn't take long for this Orthodox ghetto (Sorry, my choice of word wasn't meant to be insultive) to suffer a housing shortage, if plans aren't made for evential territorial supplement.
Then there's the question of acceptance from the average Israeli tax-payer, during when the Orthodox community is already coming under fire for both military service- and tax exemption. As if the military there hasn't enough problems already:
