Why didn't Judaism become an universalistic religion?

Since Judaism is based on a Divine Revelation, why didn't the Prophets starting with Abraham and Moses preach to all other nations of the Earth. Does it mean outsiders are damned to hell?

What were the instructions given by G-d?

Was it to preach to other nations or to obey His commands, set an example and educate/teach others?

Why would you think "outsiders are damned to hell"?

Especially since hell doesn't exist in Judaism, at least how the other nations believe it to be.

Why starting with Abraham and Moses? Why not all the way back to Adam?
